Our Mission

Kmetko & Associates, Ltd. is a licensed private child welfare agency. We are committed to enhancing the lives of children and their families by working with state agencies who wish to place children with Illinois families. We collaborate with other agencies, provide assessments of potential family resources, and work directly with families when children are placed.

Our Story

In 1990, Tom Kmetko began providing Interstate services under contract with the Illinois Department of Children and Family Services (IDCFS). The following year, Tom hired social workers to assist in the completion of home studies. This was the beginning of the agency now known as Kmetko & Associates, Ltd. The Interstate Compact on the Placement of Children (ICPC) requires states to provide courtesy child welfare services on behalf of children who are legally wards of other states, when such services are requested. While initially preparing home studies in 1990, the agency now provides adoption studies, licensing studies, and supervision services.

We receive an average of 500 requests a year for home studies and supervise over 250 children placed with Illinois caregivers. Our goal is to provide comprehensive and timely reports as well as quality services. We remain committed to advocating on behalf of families and working cooperatively with other agencies, both public and private.

Kmetko 2.0

In the summer of 2012, our IDCFS contracts were not renewed for Fiscal Year 2013 due to State budget cuts. After 22 years, on July 31, 2012, the agency shut its doors. IDCFS called six months later, asking that Kmetko & Associates, Ltd. not only resume operations, but expand services to include Cook and the surrounding eight counties—Lake, McHenry, Kane, DuPage, Kendall, Grundy, Will, and Kankakee. We resumed responsibility for our old cases within 30 days, and by September 2013, had taken over supervision, home studies, and licensing for all nine counties.

We moved into our current office space in Ravenswood in December 2013 after working in the Bridgeview Bank Building for nearly twenty years. We continue to provide quality interstate services to children and families, at a revamped agency we have affectionately dubbed Kmetko 2.0.
